RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN
ON THE APPROVAL OF THE REGULATION ON THE PROCEDURE FOR OBTAINING A SECOND AND SUBSEQUENT HIGHER EDUCATION IN HIGHER EDUCATIONAL INSTITUTIONS OF THE REPUBLIC OF UZBEKISTAN
In order to create conditions for citizens to receive a second and subsequent higher education on the job in accordance with the Law of the Republic of Uzbekistan "On Education", Decree of the President of the Republic of Uzbekistan "On measures for the comprehensive systematization of the national regulatory framework" No. PF-6218 dated April 30 2021, the Cabinet of Ministers decides:
1. The regulation on the procedure for obtaining a second and subsequent higher education in higher educational institutions of the Republic of Uzbekistan, providing for the following, to be approved in accordance with the annex and put into effect from May 1, 2022:
organization of second and additional higher education based on the nature of undergraduate courses in higher educational institutions within the framework of existing undergraduate courses and forms of education in higher educational institutions;
setting admission parameters for the second and subsequent higher education, registration through a special electronic system within the established deadlines for admission;
organization of the educational process in the second and subsequent higher educational institutions, including the establishment of the duration of study one year less than the period established for the relevant areas of bachelor's training;
development and approval of curricula and scientific programs of undergraduate courses of the second and subsequent higher educational institutions based on the needs of personnel customers in case of coordination between basic higher educational institutions and similar higher educational institutions.
2. The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, together with the relevant ministries and departments, within a month, bring the legal documents adopted by them into line with this resolution.
3. To impose control over the implementation of this resolution on the Deputy Prime Minister of the Republic of Uzbekistan for social development B.A. Musaev and Minister of Higher and Secondary Specialized Education of the Republic of Uzbekistan A.Kh. Tashkulov.

REGULATIONS
on the procedure for obtaining a second and subsequent higher education in higher educational institutions of the Republic of Uzbekistan
Chapter 1. General Provisions
1. This Regulation determines the procedure for organizing the second and subsequent higher education in higher educational institutions in the areas of bachelor's degree.
This Regulation does not apply to higher military educational institutions of the Republic of Uzbekistan.
2. In accordance with Article 11 of the Law of the Republic of Uzbekistan "On Education", citizens have the right to receive a second and subsequent higher education on the basis of a contract.
3. Persons with a bachelor's degree (specialist's diploma) who have higher education can receive a second and subsequent higher education in the areas of bachelor's degree.
4. The second and subsequent higher education by higher educational institutions is organized with the available facilities, material and technical base, the composition of the teaching staff and the features of undergraduate courses, in the parameters of admission a year ago in a particular higher educational institution.
Chapter 2. Organization of admission to the second and subsequent higher education
5. The parameters of admission to the second and subsequent higher educational institutions are determined by the council of the higher educational institution, taking into account the scientific and pedagogical potential and the material and technical base of the higher educational institution.
6. The admission committees created in higher educational institutions (hereinafter referred to as the admission committees) are entrusted with the task of enrolling in the second and subsequent higher educational institutions.
7. Applicants for admission to the second and subsequent higher educational institutions are registered annually from July 10 to August 10 (also on this day) through a special electronic system developed by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.
8. When registering, applicants enter their personal data into a special electronic system and upload the following documents:
a copy of a document on higher education (or an extract from a diploma - for those who graduated from higher educational institutions of the Republic of Uzbekistan on the basis of a state grant);
a copy of the appendix of the document on higher education is attached.
At the same time, diplomas of educational institutions of foreign states issued after January 1, 1992 are subject to nostrification in the prescribed manner.
9. The procedure for admission to the second and subsequent higher educational institutions (the form of entrance examinations, assessment criteria, terms for attestation) is determined by the council of the higher educational institution based on the nature of the higher educational institution and is published on the official website of the higher educational institution by July 1 of each year.
10. The results of admission to the second and subsequent higher educational institutions are announced annually by August 30 by higher educational institutions.
11. An agreement is concluded between the persons recommended for study in the second and further education and the higher education institution.
Contracts are drawn up in 3 copies for legal entities and in 2 copies for individuals.
The terms of the contract, the procedure for their implementation and the obligations of the parties are implemented in accordance with the law.
12. Based on the specifics of obtaining higher education in higher education institutions, the amount of the payment agreement for the second and subsequent higher education is determined by the council of the higher education institution based on the amount of expenses associated with the education of one student.
13. The admission of students is formalized by the order of the rector of the higher educational institution after making the payment specified in the contract.
Chapter 3. Organization of the educational process in the second and subsequent higher education
14. Education in the second and subsequent higher educational institutions begins from the 2nd year, regardless of the difference in subjects in the curriculum.
At the same time, the duration of study in the second and subsequent higher educational institutions is determined one year less than the period established for the corresponding undergraduate courses.
15. Educational and scientific programs of undergraduate courses of the second and subsequent higher educational institutions are developed separately by basic higher educational institutions in agreement with similar higher educational institutions, based on the needs of personnel customers, in accordance with curricula and programs approved for full-time education
16. Transfer, restoration and suspension of studies of students in the second and subsequent higher educational institutions is carried out on the basis of the regulation on the procedure for the transfer, restoration and suspension of studies of students of higher educational institutions, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated June 20, 2017 No. 393.
17. Persons who have studied in the second and subsequent higher education, based on the results of state certification, are issued a state-recognized document (diploma and its supplement).
Chapter 4. Final Provisions
18. Disputes arising in connection with the application of this Regulation are resolved in the manner prescribed by law.
19. Persons guilty of violating the requirements of this Regulation are liable in accordance with the procedure established by law.
